CSO engagement to advocate for increasing tobacco tax: Success and challenges

Civil society organizations (CSOs) serve as vital independent partners in the global movement to regulate and reduce tobacco use through advocacy and policy reform. These non-state entities leverage their political independence to support the WHO Framework Convention on Tobacco Control (FCTC), specifically promoting Article 6, which identifies higher taxation as a primary tool for lowering consumption. Groups like the Framework Convention Alliance and regional coalitions work to counter tobacco industry interference by lobbying governments for simpler, more effective tax structures.

In countries such as Bangladesh, CSOs have successfully transitioned from early medical awareness campaigns to sophisticated legislative advocacy, including the implementation of health development surcharges. Despite their success in raising public awareness and influencing national budgets, these organizations continue to face significant challenges from industry pressure and resource limitations.

Ultimately, the participation of these “third sector” groups is framed as essential for protecting public health and achieving long-term tobacco control objectives.
